What we do in E13
Plaistow has three distinct kinds of housing and each brings us a different job. The Victorian and Edwardian terraces north of Barking Road and around Balaam Street — two-storey, bay-fronted, many now let room by room — make the landlord EICR the work we do most here: from £140 for a flat, from £180 for a whole house on 9–12 circuits, from £300 for a licensed HMO with five or more bedrooms. The inter-war and post-war council estates around Memorial Park, Greengate and the Prince Regent Lane side — a large share now leasehold or right-to-buy and let privately — bring us fault finding in flats whose 1970s or 1980s rewire is reaching the end of its life: an RCD that trips at night, a dead cooker circuit, an immersion heater that has stopped, from £108 and usually fixed on the first visit. The 2000s and 2010s new-build blocks along the A13 and towards Canning Town bring EV charger enquiries and consumer-unit work where a developer’s plastic board has a single RCD serving everything. Newham’s borough-wide selective licensing means nearly every let in E13 needs a licence, and a satisfactory EICR under five years old is a condition of it. See the EICR cost guide for how we price a report and EICRs in Newham for the borough page.

Plaistow wiring: what usually comes up
Four findings account for most of the reports we write in E13. First, the estate flat with an original landlord’s rewire. Many of the ex-council flats around Memorial Park and Greengate were rewired by the borough in the 1970s or 1980s in PVC cable that is still sound, but the board was never changed: a rewireable or early MCB board with no RCD, and a lighting circuit with no earth. Metal light fittings and switches on that circuit are a C2; a new RCBO consumer unit from £550 plus a Class II fitting swap is the usual fix, and the report can be re-issued the same day. Second, room-by-room lets in the terraces. Where a house has been let as an HMO, each bedroom has usually picked up a wall heater and extra sockets off the original ring, and we look for warm terminals and browned faceplates; a second ring or a dedicated kitchen radial from £180 is the common recommendation. Third, the rear-extension kitchen — a very high share of the Balaam Street and Barking Road terraces have a full-width rear extension whose sockets were spurred off the nearest cable, often the upstairs ring, with no RCD on the new work: a C2 and a new circuit from the board from £180, not a rewire. Fourth, shops with flats above along Barking Road and Green Street, where a business and two flats share one supply and one board; a landlord’s board with separate sub-mains from £350 each is the fix, and we arrange separate metering with the network operator.
E13 landlords, HMOs and Newham licensing
Newham licenses every privately rented home under its selective scheme, with an additional licence for smaller HMOs, so a satisfactory EICR under five years old is a licence condition as well as the national rule. The penalty for a missing or unsatisfactory report is up to £40,000 per breach since 1 May 2026, the report must reach the tenant within 28 days and the council within seven days of a request, and the licence application itself now asks for the certificate. We issue the report on the day, quote any remedial work with it, and re-issue the satisfactory certificate after the work at no extra charge. The landlord compliance checklist covers everything the licence inspector will look for, including the mains-interlinked alarms and PAT records that Newham’s HMO conditions add; EICR renewal timing and what to do at a change of tenancy are covered separately. Leaseholders in the estate blocks should also read EICRs for leasehold flats — the landlord’s report covers the flat, not the communal supply.
Frequently asked questions
Do you cover Upton Park, West Ham and the Canning Town side?
Yes — all of E13 from Green Street across to the West Ham border and south to Newham Way. Neighbouring areas have their own pages: East Ham E6, Stratford E15 (including West Ham) and Canning Town E16 are separate posts, Poplar covers the Tower Hamlets side of the River Lea, and the Newham EICR page covers the borough.
Can you do an EICR the same week for a Newham licence application?
Usually inside the week, and same-day where a licence deadline, a council inspection or a tenancy start is the reason for the call. The report is emailed the same day and is accepted by Newham’s private rented sector licensing team as issued.
My ex-council flat has the original fuse board — will it fail the EICR?
Not on its own: a rewireable or old MCB board is a C3 (improvement recommended) if the circuits are otherwise sound. It becomes a C2 (unsatisfactory) when, as in most Memorial Park and Greengate flats we see, the sockets and bathroom have no RCD protection or the lighting circuit has no earth. The fix is a new metal RCBO consumer unit from £550 labour, normally done in a morning, and we re-issue the satisfactory certificate the same day. Freeholder permission is not normally needed for the flat’s own board, but check your lease.
Is there parking?
Most of E13 around Plaistow station, Balaam Street and the Upton Park end of Green Street is in a Newham CPZ during weekday hours; the estates and the streets south of Barking Road are largely free or permit-visitor. We use a visitor permit where the property has one, otherwise the actual parking cost is added at the end and we tell you which before the visit. No parking charge for evening or weekend appointments outside CPZ hours.
