Camden licensing — where your EICR fits
Camden operates mandatory HMO licensing and borough-wide additional HMO licensing. There is no selective licensing scheme, so single-family lets do not need a licence — but they still need a valid EICR every five years, and the council checks the certificate as part of any HMO application. The Camden HMO licence application fee currently runs to around £1,531, which is a strong argument for getting the electrical paperwork right first time rather than resubmitting.
Where an application does stall, it is usually the same two things: a certificate that has expired, or one that came back Unsatisfactory with C1 or C2 items still outstanding. We quote remedials in writing off the back of the report and reissue a satisfactory certificate once the work is done, so you upload one clean document.
What the penalties are in 2026
- No valid EICR, or unremedied C1/C2 items — civil penalty up to £40,000 per offence since the Renters’ Rights Act took full effect on 1 May 2026, up from the old £30,000 cap.
- Operating an unlicensed HMO — up to £40,000, criminal prosecution, a Rent Repayment Order for up to twelve months’ rent, and no valid Section 21 notice while unlicensed.
Copies go to sitting tenants within 28 days of the report, to any new tenant before they move in, and to the council within seven days of a written request.
What we test on a Camden EICR
BS 7671 18th Edition throughout, carried out by an NICEIC accredited electrician: insulation resistance at 500 V DC, earth fault loop impedance, polarity, continuity of protective conductors, RCD operation at 30 mA and 150 mA, and a full visual inspection of the board, bonding and accessories. Every observation is coded C1, C2, C3 or FI. A report with only C3 observations is still Satisfactory — you are not obliged to act on advisory items, and we say so rather than selling work off the back of them.
What Camden housing stock throws up
Camden is dominated by period conversions, and the faults reflect it. Large Victorian and Georgian houses in Bloomsbury, Belsize Park and Hampstead were carved into flats at different times by different trades, which is where borrowed neutrals, shared circuits across flat boundaries and missing supplementary bonding come from — all common C2 findings. Kentish Town and Camden Town have a heavy concentration of 1980s conversions now reaching the end of their board life, typically split-load units with one or two RCDs covering everything, which is a C3 on a modern report and a practical nuisance because a single fault takes out half the flat.
The other Camden-specific issue is access. Intake positions in mansion blocks and converted houses are often communal, locked, or in a basement cupboard controlled by a managing agent. Arranging that in advance is the difference between a two-hour visit and a rebooked one.

Camden EICR — common questions
How long does it take? Two to three hours for a one or two bedroom flat. Period houses and HMOs take longer — every consumer unit and every circuit is tested individually.
Does the power go off? In stages, as circuits are isolated one at a time. Tenants should expect intermittent outages across the visit, not a full day without power.
Do I need to be there? No, provided someone can give access to the flat, the consumer unit and the intake. Flag communal or agent-controlled meter cupboards when you book.
When do I get the report? The signed PDF is emailed the same day, with any remedial quote attached, so the 28-day clock starts with a known cost.
