What HMO licensing requires
HMO (House in Multiple Occupation) = 3+ unrelated tenants sharing kitchen/bath. London borough licensing requires:
- Satisfactory EICR every 12 months — not 5 years. Day 366 onwards you’re non-compliant.
- Fire alarm system test certificate annually — Grade D LD2 for small HMOs, Grade A LD1 for larger or 3+ storeys.
- Emergency lighting test annually — for HMOs over 3 storeys or shared escape routes >7.5m.
- PAT testing annually for all landlord-supplied appliances.
- Carbon monoxide alarms in rooms with solid fuel or gas appliances.
Failure to produce any cert at council inspection = remedial notice + £40,000 fine. Repeat breaches can lead to banning order.
