Tower Hamlets licensing — and the September 2026 deadline
Tower Hamlets runs selective licensing and additional HMO licensing across 20 wards, on top of the national mandatory HMO scheme. The current designation runs from 1 October 2021 to 30 September 2026, so a large number of borough landlords face renewal or a replacement scheme this autumn. Fees have already moved sharply: the additional HMO fee rose roughly 75% to £1,323, with mandatory HMO at £977 and selective at £897.
A current, satisfactory EICR is one of the documents the council expects with an application. If yours expires between now and the renewal window, book the inspection first — applications get held up far more often by an out-of-date certificate or unremedied C1/C2 items than by anything else.
What the penalties are in 2026
- No valid EICR, or C1/C2 items left unremedied — civil penalty up to £40,000 per offence since the Renters’ Rights Act took full effect on 1 May 2026 (previously £30,000).
- Operating unlicensed — up to £40,000, criminal prosecution, a Rent Repayment Order for up to twelve months’ rent, and no valid Section 21 notice while the property is unlicensed.
The report goes to existing tenants within 28 days, to a new tenant before they move in, and to the council within seven days of a written request.
What we test
Every EICR is to BS 7671 18th Edition, carried out by an NICEIC accredited electrician: insulation resistance at 500 V DC, earth fault loop impedance, polarity, continuity of protective conductors, RCD operation at 30 mA and 150 mA, and a full visual inspection of the consumer unit, bonding and accessories. Observations are coded C1, C2, C3 or FI — a report carrying only C3 items is still Satisfactory, and we tell you plainly which items you are actually obliged to fix.
What Tower Hamlets stock throws up
The borough splits into three fairly predictable groups. The converted terraces around Bethnal Green, Bow and Mile End typically show borrowed neutrals, missing supplementary bonding and part-rewires stacked on top of each other over decades. Ex-local-authority blocks in Poplar and Limehouse often still run original boards with no RCD protection at all, which is an automatic C2. The Canary Wharf and Wapping new-builds usually test clean electrically, but landlords there are frequently missing the paperwork rather than the safety — no original certificate, so no evidence of when the installation was last inspected.

Tower Hamlets EICR — common questions
How long does it take? Two to three hours for a typical one or two bedroom flat; longer for houses and HMOs, because every circuit is tested individually.
Does the power go off? In stages — circuits are isolated one at a time, so tenants should expect intermittent outages rather than a whole day without power.
Do I need to be there? No, as long as someone can give access and we can reach the consumer unit and the intake. Tell us in advance if the meter cupboard is communal or locked, which is common in the estate blocks.
When do I get the report? Signed PDF emailed the same day, with the remedial quote attached if it comes back Unsatisfactory — so the 28-day clock starts with a known cost.
