Why EICRs are non-optional for Hackney landlords
Since June 2020, every privately rented home in England has needed a satisfactory Electrical Installation Condition Report: an inspection at least every 5 years, a copy to tenants within 28 days, and a copy to Hackney Council within 7 days if they ask. Since 1 May 2026 the Renters’ Rights Act raised the civil penalty from £30,000 to £40,000 per breach — and “per breach” means an expired report, a missed tenant copy and an ignored remedial deadline can each be counted separately. What’s tested
A full BS 7671 (18th Edition) periodic inspection: insulation resistance at 500V DC, earth fault loop impedance, polarity, continuity of protective conductors, RCD operation at 30mA and 150mA, plus a visual inspection of the consumer unit, wiring, accessories and earthing/bonding. Hackney selective licensing — your EICR is part of the licence
Hackney operates selective and additional property licensing schemes covering large parts of the borough, alongside mandatory HMO licensing. A current satisfactory EICR is standard required evidence for a licence application, and licence conditions require it to be kept in date for the life of the licence. What if the report is unsatisfactory?
An unsatisfactory EICR isn’t the end of the world, but it starts a clock: C1 and C2 observations (and FI items) must be put right within 28 days — or sooner if the report says so — with written confirmation to your tenants and, on request, the council.
